Yes. The Kurdistan Region of Iraq, including Erbil and Sulaymaniyah, has been stable and safe for international workers for many years. It has its own security forces, operates independently from much of Iraq's instability, and has an active expat community from oil, NGO, and business sectors.
Oil and gas packages in Iraq are among the highest in the world for field-based roles. Typical packages include: USD 8,000-16,000/month base salary, 28/28 or 35/35 rotation (equal time on/off), full R&R flights, accommodation, meals, and often a hardship allowance. Net take-home is excellent.
Your employer handles the work permit and residency. For Kurdistan Region roles, the KRG issues work permits separately. The process typically takes 2-6 weeks. Most employers with Iraq operations have established HR processes for international hires.
