Petroleum Development Oman (PDO) — a joint venture between the government, Shell, Total, and Partex — is by far the largest employer. Beyond PDO, Oman's Vision 2040 is creating substantial demand in logistics (ASYAD group operates Duqm, Sohar, and Salalah ports), tourism, and manufacturing.

Oman's Omanisation quota system means some roles are reserved for nationals, but engineering, oil and gas, finance, and hospitality still hire significant numbers of expats.
