HR careers in the Gulf

Why HR professionals are in demand across the Gulf

Emiratisation and Saudisation are the two most significant HR policy frameworks in the world right now. The UAE requires companies above certain sizes to hire a minimum percentage of Emirati nationals, with quotas increasing annually. Saudi Arabia's Nitaqat system does the same for Saudi nationals. HR professionals who can design, implement, and manage compliant talent strategies are worth their weight in gold.

The pace of transformation creates specific demand for change management and organisational development expertise. Saudi Arabia's Vision 2030 is restructuring entire industries. Companies transitioning from traditional management models to modern performance cultures need experienced HR business partners to navigate the change.

Talent acquisition in the Gulf is also uniquely challenging. Companies need to recruit globally while meeting nationalisation quotas, manage visa and work permit processes across multiple GCC countries, and compete for scarce senior talent across a region with genuinely competitive packages.

HR jobs FAQ

Emiratisation is a UAE government policy requiring private sector companies to hire a minimum percentage of UAE nationals (Emiratis). The targets vary by sector and company size, with quotas increasing annually. Non-compliance results in fines. HR professionals who can build effective Emiratisation programmes β€” identifying, attracting, onboarding, and developing Emirati talent β€” are among the most sought-after HR specialists in the UAE.
Yes. CIPD (Chartered Institute of Personnel and Development) is the most widely recognised HR qualification across all GCC countries. CIPD Level 5 is typically the minimum for senior HR specialist roles. Level 7 (equivalent to Master's level) is preferred for HR director and CHRO positions. Many large employers actively list CIPD as a requirement.
SAP SuccessFactors is by far the most prevalent across large GCC enterprises. Oracle HCM Cloud is the second most common. For smaller companies, Bayzat (a UAE-born HR platform) is popular. Workday is used at international companies with Gulf operations. SAP SuccessFactors experience is the single most-requested HRIS skill across the region.
For multinational company HR roles β€” often no. For government-linked entities in Saudi Arabia and Kuwait, Arabic is increasingly expected at senior levels. For roles focused on Emiratisation or Saudisation programmes, Arabic is a significant advantage. For talent acquisition roles sourcing local national talent, Arabic is close to essential.
